Help with Parking Charges for Outpatients at Heartlands Hospital

Patients attending CF outpatient clinics (excluding those on oxygen therapy/ attending for annual review) will be liable to pay parking fees unless they qualify for help with hospital travelling expenses. If you are entitled to claim back your petrol costs, then you should also be exempt from paying parking charges. There are 2 ways in which you may qualify for help with parking charges.

(1): Income-related benefits
These are benefits that depend on your income, not your National Insurance contributions:-

• Housing Benefit

• Income Support

• Council Tax Benefit

• Pension Credit

• Tax Credits (depends on the exact level of your award)

• Income-related Jobseeker's Allowance

• Income-related Employment & Support Allowance

(but NOT: Incapacity Benefit, Contributory Job Seekers Allowance, Contributory Employment & Support Allowance, Disability Living Allowance).

(2): Low income scheme
if you haven't much money coming in, e.g. low wages or other benefits that aren't automatically exempt (such as Disability Living Allowance), you may be entitled to help under the Low Income scheme. Your savings must not exceed the capital limit of £16,000. If you have a partner, their income will be taken into account but if you live with other adults (e.g. parents/ relatives/ co-tenants) their income will not be counted.

To apply for help via the Low Income Scheme - complete a HC1 form, available from the hospital fares office or local Benefits Agency (DWP). If you are entitled to help, you will receive a time-limited exemption certificate (HC2 or HC3).

You will need to show proof of your entitlement to help, at the parking office, when you exit the carpark - either your HC2/HC3 exemption certificate or a letter confirming that you receive one of the income related benefits listed above.
